Subsidized spay/neuter services (surgery and a rabies vaccination) are provided at all our locations for animals living in qualifying low-income households through our Empowering People and Pets program (EPP). To request an appointment, visit satellite clinics and be sure to mention EPP in the comments or you can visit one of our stationary facilities and a SNAP team member will assist you.


To qualify for services, clients must bring Texas-issued identification and proof of participation in one of the following needs-based public assistance programs:

Children’s Health Insurance Plan (CHIP)

Major VA Disability

Food Stamps


Free Lunch Program (Public Schools)

Social Security Disability (SSD)

Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

HUD Section 8 Housing

Supplemental Security Income (SSI)
