Subsidized spay/neuter services (surgery and a rabies vaccination) are provided at all our locations for animals living in qualifying low-income households through our Empowering People & Pets program (EPP). To request an appointment, visit satellite clinics and be sure to mention EPP in the comments or you can visit one of our stationary facilities and a SNAP team member will assist you.


To qualify for services, clients must bring Texas-issued identification and proof of participation in one of the following needs-based public assistance programs:

Children’s Health Insurance Plan (CHIP)

Major VA Disability

Food Stamps


Free Lunch Program (Public Schools)

Social Security Disability (SSD)

Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

HUD Section 8 Housing

Supplemental Security Income (SSI)

Temporary Assistance for Needy Families (TANF) – Formerly AFDC

Senior citizens aged 65 and over also qualify for these services.
